Cost-Benefit Analysis of the Tram Rolling Stock

Tram transit has an important place within the public transit system of Belgrade. However, due to the very unfavourable age structure, the bad condition of tram tracks and infrastructure, as well as the maintenance system that requires significant advancement, Belgrade trams are in very bad repair, so the transport requirements are not properly met. Therefore, it is necessary to start an extensive revitalization and enhancement of tram rolling stock.

The principal task of the project presented in this session is to recognize and estimate the justifiability of investment into varied solutions for revitalization of Belgrade tram rolling stock. The varied solutions include the possibility of overhauling the existing trams, modernization of the existing trams, acquisition of new trams, acquisition of modern European vehicles or acquisition of overhauled used vehicles. Out of the several considered variations, the analysis shows that it is best and most rational to perform revitalization and enhancement of the tram rolling stock belonging to the City Transportation Company, using higher level modernization of 120 (out of 243) KT-4 YUB trams. It is also necessary to perform revitalization and reconstruction of tram tracks and complete infrastructure in the shortest period possible, as well as to considerably enhance the tram maintenance system. Unless this is accomplished, it is a perfectly reasonable question whether there is a point in making any investment in tram rolling stock improvement.
